改革开放30年的伟大成就之一是实现了我国民营企业的巨大发展。民营企业已成为我国经济的重要组成部分,发挥着极其重要的作用。在建设创新型国家战略中,民营企业已经成为我国技术创新的重要力量。有利于民营企业发展的法制环境的形成是民营企业增强自主创新,实现巨大发展的根本保障。从立法、执法、司法以及法律监督等层面构建更加完善的法治保障机制,是民营企业提高自主创新能力,实现健康快速发展的前提和基础。
One of the great achievements of the 30 years of reform and opening up was the great development of China’s private-owned enterprises. Private enterprises have become an important part of China’s economy and play an extremely important role. In building an innovative national strategy, private enterprises have become an important force in China’s technological innovation. The formation of a legal environment conducive to the development of private-owned enterprises is the fundamental guarantee for private-owned enterprises to enhance their independent innovation and achieve tremendous development. Constructing a more perfect legal guarantee mechanism from the aspects of legislation, law enforcement, judicature and legal supervision is the prerequisite and foundation for private enterprises to improve their capability of independent innovation and achieve healthy and rapid development.
