根据建国50多年来不同时期国情的特点,我国公民科学素质建设划分为三个阶段:第一阶段为新中国成立初期的17年;第二阶段为文化大革命的10年;第三阶段为改革开放的25年。在过去的50多年里,我国在公民科学素质建设上坚持不懈地探索,经历了曲折的过程,积累了大量的经验和教训。因此,追忆历史的轨迹,以史为鉴,对“2049行动计划”的有效实施会起到积极的借鉴作用。
According to the characteristics of national conditions in different periods of more than 50 years since the founding of our nation, the construction of citizens' scientific literacy in our country is divided into three stages: the first stage is 17 years after the founding of New China; the second stage is 10 years during the Cultural Revolution; the third stage is reform and opening up 25 years. In the past 50 years or so, our country has persistently explored and experienced twists and turns in the construction of citizens' scientific qualities, and accumulated a great deal of experience and lessons. Therefore, recalling the trajectory of history and using history as a mirror can play an active role in reference to the effective implementation of the 2049 Plan of Action.
