At the beginning of the development of China’s railways, the Western powers seized the sovereignty and renovated their roads to occupy the land, so that the peasants engaged in the old-style transport industry would lose their jobs and ruin the tombs of tombs and other causes. The peasants in China opposed it and would like to demolish them. By the early twentieth century, with the manifestation of the railway’s role, the Qing government encouraged the commercial banks and many peasants to invest in the railway instead. By the end of the Qing Dynasty, in order to oppose the Qing government’s “state-of-the-road” policy on railroads and safeguarding the rights and interests of the commercial railroads, peasants put into the road-keeping movement.
