一基本情况一九五四年暑期,我省有應屆高小畢業生二八六、○七三人,初中畢業生六三、八八二人。根據招生計劃,不能升入高一級學校繼續學習,須組織從事勞動生產或暫時組織自學準備將來從事勞動生產的,有高小畢業生一九二、○七三人,初中畢業生三一、九一二人。但敎師、學生和廣大羣眾,一般都錯誤地認爲初中和高小畢業生祇有升學才有前途。針對這一情况,我們根據省委指示、中央敎育部全國中學敎育會議的文件、中共中央宣傳部「關於高小和初中畢業生從事勞動生產宣傳提綱」,向敎師、學生進行了敎育,並廣泛地開展了社會宣傳;各級敎育行政部門則在各地黨委直接領導和全體敎育工作者的努力下,並取得靑年團和工會的配合,大力進行了宣傳工作和組織工作:從而使去年暑期未升學的初中和高小畢業生的情緒基本上穩定了下來,其中絕大部分分別投入了生產或組織了自學。学生參加生產以後,已初步表現出他們在生產中、特別是農業生產和農村政治生活中的積極作用,社會上對中小學畢業生參加生產沒有前途的看法,現在也有了很大轉變。
