各行署、拉萨市人民政府,自治区各委、办、厅、局:为切实加强我区草原保护与建设,促进人与自然和谐相处,维护草原的生态平衡,根据《中华人民共和国草原法》、《国务院草原防火条例》、农业部《草原防火应急预案》、《西藏自治区实施〈中华人民共和国草原法〉办法》、《西藏自治区突发公共事件总体应急预案》和《西藏自治区草原防火应急预案》等法律、法规的规定,经自治区人民政府同意,决定成立西藏自治区草原防火指挥部。现将有关事宜通知如下:
All administrative departments, Lhasa Municipal People’s Government, autonomous regions and commissions, offices, offices and bureaus: In order to earnestly strengthen the protection and construction of grassland in our district, promote the harmonious coexistence between man and nature, and safeguard the ecological balance of grasslands, according to Law of the People’s Republic of China on Grasslands, “Grassland Fire Prevention Regulations of the State Council”, “Grassland Fire Emergency Preparedness Plan” of Ministry of Agriculture, “Measures of Tibet Autonomous Region for Implementation of Grassland Law of the People’s Republic of China”, “Overall Emergency Plan for Public Emergency of the Tibet Autonomous Region” and “Preventive Plan of Fire Prevention in Grasslands of Tibet Autonomous Region” And other laws and regulations, with the consent of the people’s government of the autonomous region, decided to set up a grassland fire prevention headquarters in the Tibet Autonomous Region. The relevant matters are hereby notified as follows:
