针对煤矿安全工作出现的新情况、新问题,国务院最近下发了《关于坚决整顿关闭不具备安全生产条件和非法煤矿的紧急通知》,颁布了《国务院关于预防煤矿生产安全事故的特别规定》。这充分体现了党和政府对煤矿安全问题的重视和遏制煤矿重特大事故、扭转煤矿安全状况的决心。为了深刻领会、坚决贯彻国务院两个重要文件精神,9月5日,国家安全生产监督管理总局召开视频会议。会上,李毅中局长要求要切实掌握其核心内容、立法精神和主要特点等,为贯彻落实两个重要文件奠定思想基础。要坚决打好瓦斯治理和整顿关闭两场攻坚战,切实抓好9月份以及今年后4个月的煤矿安全和其他各项工作。
In response to new and emerging issues in coal mine safety work, the State Council recently issued the “Emergency Notice on Resolutely Rectifying the Closure of Safe Production Conditions and Illegal Coal Mines” and promulgated the “Special Regulations of the State Council on Prevention of Coal Mine Production Safety Accidents.” This fully reflects the party and government attach importance to the issue of coal mine safety and contain serious accidents in coal mines, and to reverse the determination of coal mine safety. In order to profoundly understand and resolutely implement the spirit of the two important documents of the State Council, on September 5, the State Administration of Work Safety held a video conference. At the meeting, Director Li Yi-zhong requested that we should earnestly grasp its core content, legislative spirit and main features, and lay the ideological foundation for the implementation of the two important documents. We must resolutely lay a good foundation for gas management and rectification and closure of two tough battles and earnestly grasp the coal mine safety and other various tasks in September and the first 4 months of this year.
