主席、各位委员、各位同志!我完全同意饶主席土改问题的报告、曾副主席关于财经工作的报告和陈司令员关于政治军事问题的报告。我认为这些报告是完全正确的,是完全符合华东的情况的。现在,关于福建土改问题我简单说几句话。福建地区由于国民党反动派二十多年统治的结果,人民是灾难深重的,福建农民所受地主阶级的封建剥削是苛重的,劳动农民终年劳动不得温饱。我们进军福建之后,沿途所看到的是农村破产,盗匪如麻,城市萧条,失业严重。福建的人民由于这种残酷的剥削与压迫的结果,到处流离失所,广大青年因家乡无法生活而大批出国,流落他邦,备受帝国主义的压迫与残害。这种严重情况正说明:只有废除封建剥削的土地制度,人民才可以翻身,农村生产力才能提高,国家财政经济情况才能好转。福建农民从大革命以来,在中国共产党领导之下,为了实现土地改革就不断地进行革命斗争,出现了无数可歌可泣的事件,二十多年来这个斗争从没有停止过。现在在福建反动政权已经推翻,人民革命已经取得胜利,我们应该继续巩固与扩大这个胜利,土地改革便是其中最重要的工作之一,福建人民对中央人民政府的士地改革法令,是完全拥护的,是愿意为其全部实现而 Chairman, Members, Comrades! I fully agree with the report of Mr. RAO on land reform, Vice Chairman’s report on finance and economics and Commander-in-Chief Chen’s report on political and military issues. I think these reports are completely correct and completely conform to the situation in East China. Now, I will briefly say a few words about the land reform in Fujian Province. As a result of more than two decades of reign of the Kuomintang reactionaries in Fujian, the people were deeply affected by the disaster. The feudal exploitation of the landlord class suffered by the peasants in Fujian Province was harsh, and the working peasants were not allowed enough food and clothing. After we entered Fujian, what we saw along the way was rural bankruptcy, banditry, sluggish cities and serious unemployment. As a result of this brutal exploitation and oppression, the people of Fujian are displaced everywhere. As a result, most young people go abroad due to their inability to live in their homeland and are experiencing tremendous oppression and martyrdom from imperialism. This serious situation shows that only by abolishing the feudal exploitative land system can the people turn over and the rural productive forces can be raised and the state’s financial and economic conditions can be improved. Since the Great Revolution, Fujian peasants have continuously carried out revolutionary struggle under the leadership of the Communist Party of China in order to realize land reform, and countless remarkable events have taken place. For more than two decades this struggle has never stopped. Now that the reactionary regime in Fujian has been overthrown and the people’s revolution has won, we should continue to consolidate and expand this victory. Land reform is one of the most important tasks. The people of Fujian are fully supportive of the Central Government’s decree on land reform Is willing to achieve it all
