(1992年10月9日湖北省第七届人民代表大会常务委员会第二十九次会议通过根据1998年7月31日湖北省第九届人民代表大会常务委员会第4次会议关于修改《湖北省实施<中华人民共和国城市规划法>办法》的决定修正) 第一章总则第一条为了科学合理地制定城市规划,加强城市规划管理,保证城市规划的实施,根据《中华人民共和国城市规划法》(以下简称《城市规划法》),结合本省实际,制定本办法。第二条本省行政区域内制定和实施城市规划,在城市规划区内进行建设,必须遵守《城市规划法》和本办法。第三条城市的规划和建设必须集中领导,统一管理,各级人民政府应把制定和实施城市规划、进行城市建设和管理作为重要职责。
