本刊连续推出的中国小康指数报道引起社会各界的普遍关注,而当前如何构建一个和谐的小康社会,更是上至中央,下至民众普遍关心的问题。本刊为此会集专家、学者独家采用小康指数调研方法,按照官方、专家、民间相结合的思路,全面剖析一个地区的和谐程度。这种方式既能避免以往简单采用经济数字为唯一评价依据的缺陷,又能改变一般媒体报道中“一俊遮百丑”或“一丑掩百俊”的片面性。我们认为,各地情况不同,要评价其和谐程度,除了看经济基础是否比较扎实外,还要注重社会全面发展,看社会资源是否兼容共生,社会结构是否比较合理,社会运筹是否得当。我们的调查剖析采用分数的衡量方法,让人们真切地感受到取得成就的骄傲和自豪,同时能直面成就背后的不足和缺陷,多一分清醒,多一分努力。嘉兴之所以被列为开篇之作,一方面是嘉兴和谐发展取得了相当的成就;同时也因为这里曾召开中共一大,是中国共产党诞生的地方。本刊将继续把调研的目光移向不同地域、情况各异的和谐城市。
The continuous publication of China’s Well-off Index by the journal has aroused widespread concern in various sectors of the society. However, how to build a harmonious society of well-to-do society now is even more a question that the people generally care about. This publication will gather experts and scholars exclusive use of well-off index research methods, in accordance with the official, experts, civil union ideas, a comprehensive analysis of a region’s degree of harmony. This method can not only avoid the defects that economic figures were the sole basis of evaluation in the past, but also change the one-sidedness of “one Shuaijv 100” or “one Hundred Baijun” in the general media coverage. In our opinion, the situation in different places is different. To evaluate its degree of harmony, we must pay attention to the all-round development of the society, whether the social resources are compatible and symbiotic, whether the social structure is reasonable and whether social operations are appropriate, in addition to looking at whether the economic foundation is solid. Our survey uses a measure of scores that gives people a real sense of pride and pride in their accomplishments, and understands the shortcomings and pitfalls behind their accomplishments.
