以整体性治理理论为视角,从主体、客体和价值3个维度构建一个用于分析和指导闭矿环境管理的理论框架,并运用这一框架分析当前闭矿环境管理中存在的问题,以期为我国闭矿环境政策的完善提供建议。在主体维度,矿山企业、矿区居民和地方政府基于各自利益作出的策略选择使闭矿环境问题陷入了治理困境;在客体维度,对环境问题的孤立思考不利于闭矿环境问题的解决;在价值维度,效率主义导向下对经济增长的片面追求使闭矿环境问题在一定程度上受到了忽视。应严把闭矿关,建立闭矿环境管理的违法处罚机制,开展闭矿规划工作,建立闭矿环境治理的资金回路,以完善我国闭矿环境管理工作。
From the perspective of holistic governance theory, this paper constructs a theoretical framework for analyzing and directing the management of closed environment from the three dimensions of subject, object and value, and uses the framework to analyze the existing problems in the current closed environment management so as to Suggestions on Improving China’s Closed Mine Environment Policy. In the main dimension, the mining enterprises, mining area residents and local governments made strategic choices based on their own interests to make closed mine environmental problems into a governance dilemma; in the object dimension, isolated thinking on environmental issues is not conducive to the solution to the problem of closed mining environment; The one-sided pursuit of economic growth under the guidance of the dimension and efficiency doctrine has neglected to a certain extent the problems of the mine closure environment. Closure of mine should be strictly closed, the establishment of closed-mine environmental management of the illegal punishment mechanism to carry out closed-cut planning, the establishment of closed-loop environmental management of funds return to improve China’s closed environmental management.
