清光绪二年(1876)十月中旬,郭嵩焘以署礼部侍郎、二品大员身分,充当首任出使英国的钦差大臣,从上海登轮船启行。他的《使西纪程》就是从这一年十月十七日开始记述的。那时郭嵩焘已年近花甲,由于他一贯主张须学西方长技,被守旧大臣指斥为“汉奸”,为此,他曾一再坚辞驻英公使事。慈禧太后曾召见他,称他“任劳任怨,公忠体国”,又说:“国家艰难,须汝一力任之。……旁人说汝闲话,你不要管他。他们局外人,随便瞎说,全不顾事理。横直皇上总知道你的心事。你须是为国家任此一番艰难。”总之,说了很多慰藉的话,弄得郭嵩焘原已想好面辞的种种理由,竟不能说,“惟能感激懔遵而已。”
