为解决农业水资源短缺的问题,全国正不遗余力的开展农业水价改革和农业水利工程建设。本文在对北京昌平区、顺义区,天津静海区,河北滦南县、泊头市进行调研基础上探讨了京津冀地区农业灌溉中存在的重建轻管、管理混乱、灌溉水资源短缺等问题,并从作物种植结构等多角度提出政策建议,以解决京津冀地区农业灌溉困难带来的粮食安全问题。
To solve the problem of shortage of agricultural water resources, the whole country is sparing no effort to carry out the agricultural water price reform and agricultural water conservancy project construction. Based on the investigation of Changping District, Shunyi District, Jinghai District of Tianjin, Luannan County of Hebei Province and Botou City of Hebei Province, this paper discusses the problems of the reconstruction of light irrigation, the chaotic management and the shortage of irrigation water resources in agricultural irrigation in Beijing, Tianjin and Hebei Province , And put forward policy suggestions from the perspective of crop planting structure and other issues to solve the food security problems caused by agricultural irrigation in the Beijing-Tianjin-Hebei region.
