为有利于调动期刊编辑部的积极性,解决目前在科学出版社出版的期刊所面临的基金经费短缺问题,中国科学院于1995年2月9日向院出版基金委、科学出版社、各有关期刊主办单位,发出“关于期刊改革有关问题的通知”。原则同意一些单位所提的改革方案,充分尊重期刊主办单位的自主权,由期刊编辑部选择出版单位或自行出版,基金分配额度直接拨给期刊主办单位或期刊编辑部。选择在科学出版社出版的期刊,可自行选择科学出版社所提方案中的任何一种协议合作方式,基金分配额度可委托科学出版社代为管理。无论采取何种模式,期刊出版基金资助不足部分由主办单位自行解决。
