一九八五年一月召开的全国秘书长、办公厅主任座谈会,要求秘书部门实现工作方式和工作方法上的四个转变:从偏重办文办事转变为既办文办事,又出谋献策;从收发传递信息转变为综合处理信息;从单凭老经验办事转变为实行科学化管理;从被动服务转变为力争主动服务。会议以来,“四个转变”正日益成为各级秘书部门开创工作新局面的具体实践。然而,在实际工作中,旧的习惯势力和传统的思想观念,总是要成为开拓前进的无形障碍。因此,秘书人员思想观念的更新应当成为工作转变的前提。正如王兆国同志指出的那样:“一切同新形势、新情况、新任务不相适应的老观念、老方法、老框框都要敢于破除。”唯此,才能真正实现秘书工作的“四个转变”。
