以煤矿应急预案演练提升为研究目的,按照层次分析法和模糊综合评判模型,在广泛征求专家意见经验的基础上,建立了客观评价煤矿应急预案演练的指标体系,综合考虑预案本身科学性,演练组织合理性和预案改善有效性,将煤矿应急预案演练效果评估归纳为3个准则层指标、12个指标层二级指标,并分析了不同权重指标对评价的影响,从实例应用结果来看,建立的指标体系对于指导煤矿应急预案演练和应急预案改进,加强应急预案管理工作有指导意义。
