政党执政是指经过宪法程序执掌国家公共权力,执政资源是实现科学执政的重要基础。物质形态资源、精神形态资源、组织形态资源、人力形态资源等构成了执政资源的基本形态。执政资源在数量、质量、规模等是有限的。要降低执政成本,以最小执政成本实现执政产出的最大化,就要规避和治理体制性损耗、观念性损耗、地区性损耗等,有效提升执政产出效益,推进国家治理体系与治理能力的现代化。
The ruling party means that after going through the constitutional procedure to hold the state public power, ruling resources are the important foundation for realizing scientific ruling. The material form resources, the spiritual form resources, the organizational form resources and the human form resources constitute the basic forms of the ruling resources. The amount, quality and scale of governing resources are limited. To reduce the cost of governing and maximize the level of the government’s output at the minimum governing cost, it is necessary to evade and govern systemic losses, ideological losses and regional depletion so as to effectively enhance the efficiency of governing output and promote the state governing system and governance capacity modernization.
