1 引言 核电厂的固有质量是设计过程中设计出来的,是在核电厂建造过程中实观并在电厂运行过程中体现出来的。保证核电厂设计的质量,在一定程度上就保证了核电厂的质量。因此,核电厂设计的质量保证至关重要。然而,一方面设计过程不产生看得见,摸得着的“物项”。设计的质量不能定量地被测定,也不会直观地显现出来。对设计质量,往往只能提出一些定性的软指标要求。另一方面,我国的核安全法规HAF 0400《核电厂质量保证安全规定》及其导则HAF 0406《核电厂设计中的质量保证》对设计过程捉出的质量保证要求也是比较笼统和原则性的。由于这两方面的原因,很可能会导致人们对设计过程中的质量保证不象对核电厂建造过程中的质量保证那样重视。事实上,目前国内也确实存在着这种“重硬轻软”的倾向,笔者认为,要保证核电厂的质量,必须首先抓住核电厂设计的质量。在核电厂建设的初期,即设计阶段,应该特别重视设计质量保
