国家发改委日前公布《黑龙江和内蒙古东北部地区沿边开发开放规划》(以下简称《规划》)。《规划》提出,黑龙江和内蒙古东北部地区的战略定位为,我国沿边开放新高地,我国面向俄罗斯及东北亚开放的重要枢纽站,我国沿边重要经济增长区域,我国东北地区重要生态安全屏障。《规划》提出,建设面向俄罗斯及东北亚的通信枢纽和区域信息汇集中心,建设哈尔滨、满洲里、绥芬河数字化城市等,这对于如火如荼的信息产业
National Development and Reform Commission recently announced “Heilongjiang and Inner Mongolia northeast region along the development and opening up planning” (hereinafter referred to as “planning”). The Plan proposes that the strategic positioning of Heilongjiang and northeast Inner Mongolia as an important hub for opening up new heights along the border to China, opening up to Russia and Northeast Asia, an important economic growth area along China’s border and an important ecological security barrier in northeast China.
