1引言对海南发展的系统性战略思考始于1986年3月中日两国政府的技术协作项目《海南岛地区综合开发计划》。为了实现海南省城乡协调发展,全面贯彻落实“以人为本”、“五个统筹”的科学发展观,2004年初,海南省委、省政府决定开展《海南城乡总体规划》的编制工作,要求把海南作为一个整体进行统筹规划。2006年4月,规划编制成果由海南省人民政府批准实施。该规划在制定发展目标与定位、发展模式与战略、产业发展规划、城乡空间布局与管制等方面立足于海南省基本省情,体现了海南省地理空间特征与资源特色。
1 Introduction The systematic strategic thinking on the development of Hainan began in March 1986 with the government's technical cooperation project “Integrated Development Plan for Hainan Island” of China and Japan. In order to achieve the coordinated development of urban and rural areas in Hainan Province, the scientific outlook on development of “people-oriented” and “five integrated plans” has been implemented in an all-round way. In early 2004, Hainan provincial party committee and government decided to work out the “Hainan Urban-rural Overall Plan” One overall planning. In April 2006, the planning and preparation results were approved by Hainan Provincial People's Government. The plan is based on the basic provincial situation of Hainan Province in formulating development goals and positioning, development mode and strategy, industrial development planning, spatial distribution and control of urban and rural areas, which reflects the geographical and spatial characteristics and resource characteristics of Hainan Province.
