一、依法治教,把“普九”纳入法制轨道 国家为加速教育事业的发展,先后颁布了《义务教育法》和《教师法》、《教育法》,这三法给我们兴办教育提供了法律保障,也为我们发展教育提供了机遇。为认真执法,1987年,我们在调查研究的基础上,制订了到2000年教育发展规划,确定了1995年基本普及九年义务教育的奋斗目标。为保证这个目标的实现,我们依法着重抓了以下工作: 首先,明确县乡两级和有关部门“普九”的职责。根据规划,每年初,县政府与各乡镇政府签订“普九”工作责任状,根据实际情况和各自的职责,参照“普九”的各项指标,
