财政性学前教育经费是构建学前教育公共服务体系的重要物质基础。杭州市结合本地区实际情况和学前教育工作中积累的经验,构筑出富有地方特色的成本分担与生均补助政策体系,该体系以学前教育“1+4”文件为核心内容,落实各级政府经费投入责任,对经费来源、管理和使用等方面都做出了具体规定,同时也着力解决弱势群体入学、民办园发展等突出问题,公平与效率并重,该政策使得杭州市学前教育经费投入水平有了数量和品质上的显著提升,对各地普惠性学前教育事业发展,有着重要的借鉴意义。
