背景英国是西方最早实现工业化的国家。在长期的工业活动中,人们逐步认识到涉及危险物质的工业活动极有可能导致事故的发生。一些事故不仅对工人,而且对周边环境、甚至对远离事故现场的地方都会构成不同程度的危害。
Background Britain is the earliest country in the West to industrialize. In the long-term industrial activities, people are gradually realizing that industrial activities involving hazardous substances are likely to lead to accidents. Some accidents pose different levels of harm not only to workers but also to the immediate environment and even to the scene far from the accident.
