“一案三制”是中国政府应急管理的基本体制,是指应急预案以及应急工作的体制、机制和法制,共同构成了应急管理的有机整体。但运用到县级应急管理中,“一案三制”却不同程度的显现出碎片化问题,这与县域突发事件的复杂性、综合性、高发性以及聚焦性有关,也与县级政府的职能分割性以及运行上的非程序性相关联。本文从县级应急管理的现状出发,探索应急管理体系碎片化的根本原因,并以整体性治理理论为依托,为整合县级政府应急管理体系提供规制路线。
“One case, three systems ” is the basic system of emergency management of the Chinese government and refers to the contingency plan and the system, mechanism and legal system of emergency work, which together form the organic whole of emergency management. However, when it comes to emergency management at the county level, “one case, three systems” shows the fragmentation to varying degrees. This is related to the complexity, comprehensiveness, high incidence and focus of emergencies in the county. Functional division of government and operational non-procedural relevance. Based on the current situation of emergency management at county level, this paper explores the root causes of the fragmentation of emergency management system and relies on the theory of holistic governance to provide a regulatory route for the integration of emergency management system at the county level.
