县级人民政府应急管理处置能力关系到基层社会的稳定和发展,导致县级政府应急管理特殊性的根本原因是城乡二元体制、直接原因是人口特征。县级政府充分利用现有社会资源,通过强化一线工作理念、倾心创建和谐信访的安民窗口,强化机制创新理念、用心畅通事要解决的抚民渠道等途径构建县级政府应急管理策略。 The emergency management ability of the county-level people’s government is related to the stability and development of the grassroots society. The fundamental reason that causes the special nature of emergency management at the county level is the dual system of urban and rural areas. The direct reason is the demographic characteristics. At the county level, the government makes full use of the existing social resources to build an emergency management strategy for the county government by strengthening the front-line work philosophy, creating an honest window of harmonious letters and visits, strengthening mechanism innovation ideas and opening up people’s channels to be solved.
