第一章總則:第一條为保證人民解放戰爭的澈底勝利,及解放區各種建設事業所需財力物力的必要供應,並力求各階层人民負担的公平合理,特制訂本辦法。第二條本區之公糧公柴公草悉依本辦法之規定徵收之。第三條縣地方糧得按應徵公糧總數加徵百分之十五,個別縣如十分不足者,得由專署酌情加徵,最高不得超過百分之二十。此外,任何機關團體或個人不得加派人民負担。第四條凡居在本區從事农业生產的居民,不論出租自耕,或佃种地的收入,均须依照本辦法之规定,計算負担。無經常收益之宅地、場院、荒山、隙地等不計負担。家庭副業收入,及小商販小手工業等收入,暂不計算负担。第二章農業收入計算:
