厦门市湖里区一直以来都是外来人口的集中区域,从该区外来人口管理看转型期本级政府的社会管理和公共服务职能建设,具有一定的典型意义。以湖里区外来人口管理为例,分析我国城区政府社会管理和公共服务职能的履行,存在的欠缺主要是:社会管理和公共服务提供中的观念更新不到位;社会管理和公共服务职能的“缺位”、“越位”和“错位”;社会管理和公共服务体制不完善;社会管理与公共服务的运行机制及方式改进的滞后。加强转型期我国城区政府的社会管理和公共服务职能建设的对策是:牢固树立社会管理与公共服务的新理念,确立管理与公共服务提供的基本原则;全面界定城区政府的社会管理与公共服务职能,尽力避免越位、缺位和错位的现象;改革社会管理与公共服务体制,完善关键服务领域的体系框架;创新社会管理与公共服务提供的运行机制,建立政府、市场与社会的平等合作关系;引入现代化的公共管理工具,改进政府社会管理与公共服务提供的方式。
Huli District, Xiamen City, has always been a concentrated area for migrants. It is of typical significance to look at the social management and public service functions of local governments at the transitional level from the perspective of migrant population management in this area. Taking the management of migrant population in Huli District as an example, the author analyzes the fulfillment of social management and public service functions of urban government in our country. Strengthen the transformation of urban government in our country’s social management and public service functions of the countermeasures are: firmly establish a new concept of social management and public services, establish the basic principles of management and public services; a comprehensive definition of the city government’s social management and public service functions , Try their best to avoid the phenomenon of offside, absence and dislocation; reform the social management and public service system, improve the system framework in key service areas; innovate the operation mechanism of social management and public service provision and establish equal cooperation between government, market and society; The introduction of modern public management tools to improve government social management and public service delivery.
