腐败的根源在于权力的垄断,它不是由市场取向改革造成的,恰恰相反,完全是因为改革不够快和不彻底造成的。反对改革的人在整个改革进程中一天都没有放弃过他们利用各种各样的权力,在各种各样的场合争夺。不彻底从意识形态领域真正确立市场经济秩序和法治观念,走回头路也不是没有可能的。静止是相对的,变革是绝对的。稳定是相对的,改革是绝对的。害怕这样或那样的变革不但达不到真正的稳定,相反会有更大的乱子。只有改革的稳定,没有不改革的稳定。
The root cause of corruption lies in the monopoly of power. It is not caused by market-oriented reforms. On the contrary, it is entirely due to the fact that reforms are not quick enough or incompletely implemented. The people who oppose the reform have not given up in the entire reform process one day and have used all kinds of powers to compete in various occasions. It is not impossible not to completely establish the concept of a market economy and the rule of law from the realm of ideology. Quiescence is relative and change is absolute. Stability is relative and reform is absolute. Fear of such or such changes not only failing to achieve real stability but on the contrary will lead to even greater chaos. Only the stability of the reform, there is no stability without reform.
