全国人大常委会于1996年5月15日通过的《职业教育法》规定:“职业学校教育分为初等、中等、高等职业学校教育。”“高等职业学校教育根据需要和条件由高等职业学校实施,或者由普通高等学校实施。”这是我国历史上第一次把高等职业学校教育以法律形式固定下来,在我国教育结构中第一次确定了高等职业教育和高等职业学校的法律地位。它意味着高等职业学校相对于普通高等学校的独立存在,也意味着高等职业学校教育相对于非高等职业学校教育的独立存在。
The Vocational Education Law passed by the Standing Committee of the National People’s Congress on May 15, 1996 stipulates: “Vocational school education is divided into primary, secondary and higher vocational schools.” “Higher vocational schools are run by higher vocational schools according to their needs and conditions. Or by ordinary colleges and universities. ”This is the first time in our history that higher vocational school education has been fixed by law and the legal status of higher vocational education and vocational schools has been first established in our country’s education structure. It means that the independent existence of higher vocational schools relative to ordinary colleges and universities also means the independent existence of higher vocational school education relative to non-higher vocational school education.
