本文通过构建新农保制度缴费与待遇领取系统动力学模型,对新农保制度中与缴费领取相关联的部分展开研究,测算出不同的社会经济发展状况条件下对应不同的缴费起点、不同的缴费额度、不同的缴费年限、不同的利率政策、不同的月计发标准下所对应的领取期待遇标准,解决实际运行中现行制度并未明确的相关重要问题,细化相关政策选择,以期为制度的完善提供理论思路。
In this paper, through the establishment of a system dynamics model of payment and treatment of new rural social security system, the paper studies the part of the new rural social security system that is related to the payment of contributions, and calculates different starting points of payment according to different social and economic development conditions. The payment period, different payment years, different interest rate policies and different monthly payment standards, and resolves the important issues that are not yet clearly defined in the actual operation of the system. The related policy options should be refined to provide a System to provide theoretical ideas to improve.
