电网所属集体企业与主办国有企业在发展过程中相伴生,其产权的模糊属性成为影响集体企业发展的外部制度性制约因素,构成了集体企业的产权约束。产权约束的表现特征决定了集体企业不能完全等同于国有企业的依法治企要求,有其一定的特殊性。鉴于此,集体企业的依法治企工作必须要服从于这个根本前提,妥善处理几个重点关系,从而更好地服务于集体企业与国有企业的协同改革发展。
The collective enterprises owned by the grid and the host state-owned enterprises have accompanied in their development. The fuzzy attributes of their property rights have become the external institutional constraints that affect the development of collective enterprises, which constitute the constraint of property rights of collective enterprises. The performance characteristics of property rights constraints determine the collective enterprise can not be exactly the same as state-owned enterprises in accordance with the requirements of the rule of law, has its own particularity. In view of this, the work of governing enterprises according to law by collective enterprises must be subject to this fundamental premise and properly handle a few key relations so as to better serve the coordinated reform and development of collective enterprises and state-owned enterprises.
