市场经济条件下,企业要在激烈的竞争中立于不败之地,必须加快学习与变革的步伐,以适应经济时代的发展与要求。党的十七届四中全会对当前和今后一个时期加强和改进党的建设作出了全面部署,并强调“在全党营造崇尚学习的浓厚氛围,积极向书本学习、向实践学习、向群众学习,优化知识结构,提高综合素质,增强创新能力”。
