择校是20世纪80年代以后英美两国基础教育改革的重要举措。虽然择校政策在两国的实施背景和方式并不完全一致,但从演进过程来看,仍然存在诸多共性,在价值取向上逐渐从追求效率转移到关注公平;政府在择校中日益发挥重要作用;择校形式日益多样化;选择标准多样,选择过程日趋规范;公私立学校在择校过程中享受同样的政策待遇等。这些特征和经验有助于正确认识、理解和解决当前我国基础教育阶段的择校矛盾,促进基础教育公平发展。
School choice is an important measure for the reform of basic education in Britain and the United States after the 1980s. Although the background and mode of school choice policy implementation in the two countries are not entirely consistent, there are still many commonalities in the process of graduation, and gradually shift from pursuing efficiency to fairness in value orientation. The government is playing an increasingly important role in school choice The role of the school choice form is increasingly diversified; selection criteria are diverse, the selection process is increasingly standardized; public and private schools in the process of school choice to enjoy the same treatment. These characteristics and experiences help to correctly understand, understand and solve the current school-based education in China’s school-based conflicts and promote the fair development of basic education.
