The scholars gathered around the magazine Pacific are the representatives of the rule of law scholars in the early Republican China. In the chaos of the political transformation triggered by the system transplants at the beginning of the Republic of China, free intellectuals such as Li Jiannong explored the political constitutional issues of the Republic of China from the perspective of academic study, strive for the realization of checks and balances between the rule of law, freedom and power. They also hoped to advance gradually and in an orderly manner Constitutional building. When all these efforts failed in reality, they shifted from requiring institutional change to focusing on national psychology and value enlightenment. The “Pacific” school of scholars has its own unique intellectual background and political opinions, and is unique among the various schools of thought in the intellectual world.
