为了解决柘林水电站泄空洞趾墩消力池空蚀破坏问题,陕西机械学院水科所通过试验研究于1977年提出了一种新型的消能掺气减蚀方案——消能掺气墩。经工程采用,并于1979年建成。由于消能掺气墩在我国首次应用,因此,早在1978年元月,试验研究、设计、施工、运行管理四方认为有必要进行原型观测,并分工进行技术准备。1979年11月四方决定原型观测的主办单位为柘林水电厂和陕西机械学院水科所,参加单位为江西省规划设计院和江西省水电工程局。由陕西机械学院水科所负责原型观测的技术工作。1984年原型观测中还特邀长江水利水电科学研究院水工室参加。这项工作还得到了水利电力部和江西省电力局的大力支持。
In order to solve the problem of cavitation damage of Qiaolin Hydropower Station Drainage Cave toe pier tank, Shaanxi Institute of Hydraulic Engineering proposed a new energy-saving cavitation erosion reduction scheme - energy-dissipation aeration pier in 1977 through experimental research. The project adopted, and completed in 1979. As energy-saving aerated piers are first applied in our country, as early as January 1978, experimental study, design, construction and operation management of the four parties considered that it is necessary to carry out prototype observation and make technical preparations for division of labor. November 1979 Quartet decided to prototype observation units sponsored by Zhelin Hydropower Plant and Shaanxi Institute of Mechanical Water Branch, participating units for the Planning and Design Institute of Jiangxi Province and Jiangxi Provincial Bureau of Hydropower Engineering. Shaanxi Institute of Technology by the Institute of water is responsible for the prototype observation of technical work. 1984 prototype observation also invited Yangtze River Water Resources and Hydropower Research Institute to participate in the hydraulic room. This work has also been the strong support of the Ministry of Water Conservancy and Electric Power and Jiangxi Provincial Power Bureau.
