莲花水电站主体土建工程共分７标，引水洞、导流洞标采用单价承包，其余标采用总价承包，通过议标方式择优选择施工队伍。７个主体工程标之间既相互联系，又相互制约。主体工程材料由甲方提供，甲方还负责协调与地方的关系。在合同执行过程中，业主重视处理好投标总价与单价的关系，重视设计变更的处理和索赔的处理，并采取积极措施，保证合同总目标的按期实现。
