一、课题的提出弱智儿童的教育是当前社会教育面临的重要问题之一。国家对弱智儿童施行教育,使其适应社会,成为独立自主或半独立自主的人。这样,就从根本上减轻了国家与弱智儿童家庭的负担,提高了人类的整体素质。对弱智儿童施行特殊教育,从十九世纪法国的伊泰和西吉恩开始尝试以来,发展很快。今天,苏联、美国、日本等发达国家都有对弱智儿童施行义务教育的学校。在我国,从1979年上海开始试办弱智儿童学校以来,特别是1986年4月,《中华人民共和国义务教育法》明确规定了有关弱智儿童教育的条文以来,特殊教育的学校(班)逐渐增加,接受教育的弱智儿童数迅速增长。
