陕西民办高校法人财产权落实不到位,存在产权关系不明晰﹑合理回报难以落实﹑资产撤出转让无路﹑资产过户障碍重重等突出问题,建议明确民办高校剩余财产的分配权﹑落实分类管理的相关优惠政策﹑建立科学有效的产权转让制度﹑简化流程实行“零”规费过户以落实民办高校法人财产权,促进陕西民办高校可持续发展。
The implementation of the property rights of legal persons in private colleges and universities in Shaanxi Province is not in place. There are some prominent problems such as the unclear relationship between property rights, the difficulty of reasonable returns, the failure of transfer of assets, the obstacles of transfer of assets and so on. It is suggested to clarify the distribution rights of surplus property in private colleges and universities and to implement the classification management Preferential policies, establishing a scientific and effective transfer of property rights system, simplifying the process of implementation of “zero ” fee transfer in order to implement the property rights of private colleges and universities to promote the sustainable development of private universities in Shaanxi Province.
