改革开放十几年来,我省乡镇企业获得了长足发展,到1995年底乡镇企业总产值已占全省农村社会总产值的72.8%,工业增加值占全部工业增加值的48.7%;上交税金占财政收入的四分之一。党的十四届五中全会通过的《关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》中,又明确提出了:“继续把发展乡镇企业作为繁荣农村经济的战略重点,努力提高乡镇企业的素质和水平,引导乡镇企业适当集中,把发展乡镇企业与建设小城镇结合起来。”这是党中央从战略角度为乡镇企业发展指明了方向。我们如何结合实际,具体落实这一战略方针,是急需认真研究的问题。带着
