为缓解山东省水资源紧缺日趋严重的局面，经过分析计算．提出在确保东平湖汛期安全防洪运用的前提下，改变水库单一防洪的运用方式，利用老湖尽量多地拦蓄大汶河来水，当大汶河遇枯水年份时，经国那里引黄闸引黄补湖的蓄水运用方案。目前最高蓄水位可控制在４３．５０ｍ，二级湖堤加高完工后提高到４５．００ｍ，死水位定为４０．５０ｍ，兴利库容可达４．５～７．０亿ｍ３，每年可向济南、济宁等工业城市供水５～８亿ｍ３，同时可满足东平湖地区灌溉、水产养殖等用水需要，提高水库的综合效益。
