宪法和法律赋予民族自治地方立法权以来,湖南省“一州七县”民族自治地方高度重视立法权的行使,依照当地民族的政治、经济和文化的特点,共制定自治条例8件、单行条例28件,现行有效的31件,覆盖政治、经济、文化、社会、生态等各个方面。其中,湘西自治州制定单行条例19件,现行有效的15件;7个自治县共制定单行条例9件,现行有效的8件,包括城步苗族自治县3件,麻阳苗族自治县2件,
