世纪之交的我国企业,正面临着一场深刻的变革,在“两个转变”过程中,接踵而来的就业形势也日益严峻。然而,长期以来,人们却把就业视为政治问题、社会问题而忽视了它的基本属性——经济问题。人们不敢正视社会主义市场经济条件下失业存在的客观性,过分强调它的消极作用,再加之“终身制”传统就业用工制度的惯性,使就业走出旧观念的误区并走向竞争市场受到严重阻碍。然而,改革开放的热潮融化了就业保护的坚冰,将失业这一潜流从隐性转向显性,这就使改变传统就业观念成为必然。
