为大力推动我国高技术产业发展,国家计委、财政部决定组织实施国家高技术产业发展项目计划。一、指导思想编制和实施国家高技术产业(包括信息产业,下同)发展项目计划,是根据国民经济和社会发展战略的总体目标和要求,在高技术产业发展规划的指导下,坚持以市场为导向,以企业为主体,以支持高技术向现实生产力转化为重点,充分发挥政府在高技术产业发展中的推动作用和宏观导向作用,加快信息产业发展,培育新兴产业和新的经济增长点,促进传统产业的产业技术升级。通过计划的实施推动高技术产业发展,调整产业结构,提高国民经济整体素质和产业的国际竞争力。二、计划框架国家高技术产业发展项目计划是国民经济和社会发展计划的重要组成部分,是在计划、财政、金融等部门支持配合下,组织动员全社会共同参与的、旨在推动高技术产业发展、促进科技成果产业化的一项重要计划。该计划主要包括四个层面的项目:
