房地产价格是当前宏观经济领域的一个重要问题。本文揭示了我国房地产价格蕴涵的内在矛盾,并对现行土地运作模式存在的缺陷进行了分析,最后对土地管理模式的变革提出了一些政策建议:按成本出让土地,以经济增长率收地租;在土地的法律规定期限满后对原购住房征税;采取土地储备中心统一的运作模式;完善交易税,形成有机的房地产租税体系;建立完善的、适应所有制和市场形式的法律制度。
Real estate prices are an important issue in the current macroeconomic field. This article reveals the inherent contradictions in the real estate price in our country and analyzes the existing defects in the land operation mode. Finally, some policy recommendations are put forward for the reform of the land management mode: the land is sold at the cost and the land is levied at the economic growth rate; The legal provisions of the land after the expiry of the original purchase of housing tax; to take a unified land reserve center mode of operation; improve the transaction tax, the formation of an organic real estate tax system; establish and improve the legal system to adapt to the ownership and market forms.
