近年来党中央强调培养和提拔人才,并把人才划分为第一梯队、第二梯队和第三梯队。当前已有大批第二梯队人才进入中央和地方各行政领导部门,并正在努力物色和提拔第三梯队人才。这种作法是正确的、是有远见的。为了实现四化,不言而喻,培养和提拔科学技术人才也刻不容缓。科技人才有其特殊性,而且就某种意义来说,科技人才之培养花费的时间可能更长一些,更困难一些。如果科技人材也按梯队来考虑,我认为当前不但要培养和提拔“第三梯队”,还要强调当前的主要培养对象应当是高中高年级生到大学刚毕业或毕业不久的青年人。这就是“第四梯队”,他们在2000年前后年龄大约是30—40岁,正是那时的科技骨干分子。

If the talented scientific and technological personnel are also considered by the echelon, I think it is not only necessary to cultivate and promote the “third echelon” at the moment, but also emphasize that the main current training target should be high school senior high school students who have just graduated from university or graduate soon. This is the “fourth echelon”. They were about 30-40 years old around 2000 and were the backbone of science and technology at that time.
