据《新民晚报》报道,上海市为了促进小企业的发展,保障职工合法权益,开始启动小企业欠薪基金试行办法。试行办法所称的欠薪,是指企业应付而逾期未付给职工的工资,以及应缴纳而逾期未缴纳的社会保险费。凡在上海市工商行政管理部门登记注册,符合国家和上海市确定的小企业划分标准,并已履行本办法规定缴费义务的企业,均适用本办法欠薪基金政策的制定,协调工作由市小企业欠薪基金委员会负责,市工商行政管理部门受其委托,在企业登记和年检
According to the Xinmin Evening News, Shanghai Municipality started the pilot scheme for raising wages owed by small enterprises in order to promote the development of small enterprises and protect the legitimate rights and interests of workers. The term “arrears of wages” as mentioned in the tentative measures refers to the wages payable by enterprises for overdue wages and the overdue social insurance premiums payable.
