The standardization of transport policy in the European Union has prompted urban public transport authorities to work under the increasingly fierce market competition regime in various countries. Through concessions to public transport operators, the EU favors a mechanism of limited competition. This article examines the emerging organizational framework and attempts to confirm the success of the local bus system through a sample survey of 22 European cities. Based on extensive fieldwork, the authors compiled a systematic diagram of the operation of these urban bus systems in order to examine the impact of the four factors that play a key role in the successful operation of these systems. In that part of the empirical analysis, we used interpretive qualitative analysis and the recent development from the field of artificial intelligence, a rough set analysis method, to arrive at conclusions that are relevant to the policy
