随着改革开放和市场经济体制的不断完善,传统人事档案制度亦显露诸多弊端。第一,设置“人才壁垒”,限制了人力资本的合理流动,降低了人力资源开发度。在一个人力资源相当稀缺的国度里,过度的“人才壁垒”只能妨碍人才流动。把愿意承担某些职位的人予以排斥,而将那些“身在曹营心在汉”的人强力留住,工作效率低下也在所难免。
With the reform and opening up and the constant improvement of the market economy system, the traditional personnel files system also revealed many drawbacks. First, the establishment of “talent barriers” limits the rational flow of human capital and reduces the degree of human resource development. In a country where human resources are scarce, excessive “talent barriers” can only hinder the flow of talent. To exclude those who are willing to take on some posts, and to keep those who “are in their hearts and minds”, inefficient work is inevitable.
