The 8th article in Chapter two of the Law on the Pro- tection of Cultural Relics of the People＇s Republic of China (1982)stipulates:“Cities with especially rich preserved cultural relics and of great historical value and revolutiona- ry significance,and jointly nominated by the state cultural administrative department and the department of urban and rural construction and environment protection will be announced as historic and cultural cities after the State Council＇s ratification”.The term“historic and cultural cit- ies”was formally appeared in China in 1982,but its conno- tations-rich cultural relics,great historical value and rev- olutionary significance are objective reality.The revolution- ary sites commemorative buildings,ancient cultural re- mains,ancient tombs,old architecture,grottoes,temples, stone carvings and inscriptions,etc.in the city proper or in the administrative areas of these cities are valuable cultural heritage which will add spledour to these cities.Since the founding of the Pe
