20世纪80年代以后,西方国家文化行政体制进入了一个由放松管制向管制改革的演变进程。主要表现为,文化部和国家艺术理事会、国家广播电视委员会等国家文化行政组织通过管制成本评估、管制组织治理和管制组合框架等途径,进行管制体制的现代化调整和重组,与此同时,以国家艺术理事会、国家广播电视委员会为代表的国家文化行政机构成了一种“非政府的国家文化行政机构”系统,并与文化部系统之间形成了一种结构性的分化重组。本文将以加拿大、英国和美国为例,从文化部系统与“非政府的国家文化行政机构”系统的管制改革的政策措施与制度调整,以及由此带来国家文化行政制度的结构性分化和重组方面,具体探讨当代西方国家文化行政体制在管制改革中的转型路径。
