对21纪是中华民族实现全面振兴的世纪，也是中国共产党面临挑战和考验的新世纪。我们党能否在新的历史条件下保持工人阶级先锋队性质，能否以人民为根本，以天下为己任，这是全国人民最为关切和忧虑的大问题。在面向新世纪推进党的建设的伟大工程中，我们党在政治属性、政治职能、党的观念、党群关系和干部作风等方面都遇到了严峻的挑战和考验。
The 21st century is a century in which the Chinese nation rejuvenates in an all-round way and is also the new century where the Chinese Communist Party faces challenges and tests. Whether our party can maintain the nature of the vanguard of the working class under the new historical conditions and whether it can take the people as its fundamental foundation and take the world as its own responsibility are the major issues of utmost concern and anxiety to the people throughout the country. In the great project of advancing party building in the new century, our party has faced severe challenges and tests in terms of political attributes, political functions, party concepts, party-masses relations, and cadre style.
